State Trails Advisory Board to Meet

Group will discuss trail project grant applications
PRATT – The Kansas Department of Wildlife, Parks and Tourism Trails Advisory Board will hold a Wednesday, December 4, 2013, at the Great Plains Nature Center, 6232 E. 29
public meeting
th Street N, Wichita, for the purpose of hearing and discussing grant applications previously submitted for funding under the Recreational Trails Fund Act. The meeting will begin at 1:00 p.m. in the auditorium. Signs on the premises will provide directions to the meeting room.

Persons interested in commenting on applications should attend this meeting. Grant applicants are encouraged to attend and discuss their proposals. Time for comments will be limited. Final decisions about proposals will not be made at this meeting. The Board will evaluate and make recommendations after reviewing all applications.

The National Recreational Trail Fund Act provides funding assistance for acquisition, development, rehabilitation and maintenance of both motorized and non-motorized recreational trails.

FISHY FUN TO BE HAD AT MILFORD NATURE CENTER KID’S FISHING CLINIC

 For youth age 5-12, there is plenty of fun to be had at the Milford Nature Center’s 2013 Kid’s Fishing Clinic and Casting Contest, Saturday, June 1. Participants can enjoy a variety of activities including an electrofishing demonstration, casting contest, and raffle prize drawing.

Check-in begins at 8:30 a.m. at the Gathering Pond, below the Milford Dam. The event is open to the first 100 registered participants, so early registration is encouraged. Rods and reels, as well as bait, will be provided to each participant.

Following afternoon activities, including an award ceremony and raffle prize drawing, participants can enjoy lunch courtesy of the Junction City Noon Kiwanis Club.

KDHE ISSUES NEW BLUE-GREEN ALGAE ALERTS

TOPEKA — Blue-green algae are natural, common bacteria in all waters of Kansas. Ordinarily, they are not harmful to humans or aquatic life, but under certain conditions — especially during the heat of the summer — they can multiply rapidly, resulting in a “bloom.” When this happens, blooms may release toxins that are dangerous to fish, pets, and humans. Some algae blooms look like foam or a thick slurry. They can be blue, bright green, brown, or red and may look like paint floating on the water. Some blooms may not affect the appearance of the water. Algae blooms should be considered Nature’s warning signs saying, “Stay out of the water.”
The Kansas Department of Health and Environment (KDHE) samples recreational bodies of water for blue-green algae when they are alerted to a potential algae bloom. When problems arise, they cooperate with the Kansas Department of Wildlife, Parks and Tourism (KDWPT) and federal officials to inform the public.
Based upon the latest sampling results and established health risk levels, KDHE is currently issuing warnings and advisories, and lake users should understand these two terms.
A “warning” is issued when high levels of toxic blue-green algae have been detected. A “Public Health Warning” indicates that water conditions are unsafe, and direct water contact (wading, skiing, and swimming) should be avoided. Current concentrations of algae in the following waters exceeded the KDHE recommended level of less than 100,000 cells/ml for recreational water use and are currently under warning:
  • Milford Lake (new listing);
  • Santa Fe Lake in Augusta (new listing);
  • Marion County Lake;
  • Memorial Park Lake, Great Bend, Barton County; and
  • Meade State Lake, Meade County.
When a warning is issued, KDHE recommends the following precautions be taken:
  • do not drink lake water;
  • avoid swimming, wading, or other activities with full-body contact of lake water;
  • clean fish well, consume only the fillet portion, and discard all other parts; and
  • keep pets from having contact with or drinking lake water.
As a result of the warning at Milford Reservoir, the U.S. Army Corps of Engineers (USACE) and KDWPT have closed Military Marina Cove/Boat Ramp, Timber Creek Boat Ramp, Milford State Park Swim Beach, and Wakefield Boat Ramp Area/Swim Beach. Milford Reservoir is open, and the parks, marinas, and lakeside businesses around Milford Reservoir are open for business as usual, including camping and other recreational activities. The drinking water and showers are safe and not affected by the algae bloom.
An “advisory is issued when harmful blue-green algae have been detected. A “Public Health Advisory” indicates that a hazardous “condition” exists, but water activities such as boating and fishing may be safe. However, direct contact with water (wading, swimming) is strongly discouraged for people and pets.
KDHE has issue an advisory for the following Kansas public waters:
  • Big Hill Reservoir, Labette County;
  • Perry Reservoir (the entire lake), Jefferson County;
  • Marion Reservoir, Marion County;
  • Old Herington City Lake, Dickinson County; and
  • Logan City Lake, Phillips County.
In addition, KDHE recommends the following precautions be taken:
  • do not drink lake water;
  • clean fish well, consume only the fillet portion, and discard all other parts; and
  • keep pets from having contact with or drinking lake water.
Previous warnings for Perry Lake Rock Creek Arm and the Perry Lake Old Town Public Use Area on Perry Reservoir have been lifted. Perry Reservoir remains under an advisory status, but the lake and Perry Lake State Park Swim Beach have reopened.

TOURISM TO JOIN WILDLIFE AND PARKS JULY 1

Merger adds new responsibility for agency
TOPEKA--On July 1, the Division of Travel and Tourism will officially transfer from the Department of Commerce to the Kansas Department of Wildlife and Parks. The merger changes the agency’s name to the Kansas Department of Wildlife, Parks and Tourism (KDWPT) and the name of the division to the Division of Tourism. The merger also:
• Establishes the new position of Assistant Secretary for Parks and Tourism; Linda Craghead was appointed to that new position.
• Abolishes the position of Assistant Secretary for Operations, held by Keith Sexson.
• Creates the position of Assistant Secretary for Wildlife, Fisheries and Boating; Keith Sexson was appointed to the new position.
All Division of Travel and Tourism employees will transfer to KDWPT, along with the division’s funding. In early July, eight employees will move their offices to KDWPT’s Office of the Secretary at 1020 S Kansas. Six other employees work in the Goodland Tourist Information Center, located on eastbound I-70 west of Goodland.
The phone number for the Division of Tourism will remain the same, 785-296-2009.
The Kansas Agritourism program, managed by Becki Rhoades, will also officially transfer to the agency on July 1. Rhoades moved to the Office of the Secretary on Friday, June 24. Her phone number is also unchanged, 785-296-1847.
Robin Jennison, KDWPT Secretary, is looking forward to the agency’s added responsibilities. “This is a great opportunity for us to help make Kansas a real showpiece in the Midwest. I firmly believe the state has an enormous variety of opportunities for tourists and outdoor enthusiasts, alike. This merger just makes sense,” he said.
Becky Blake, Director of the Division of Tourism, added, “Kansas has a wealth of unique and authentic experiences to share with the rest of the world. This merger will enhance our ability to develop and promote all of the state’s tourism opportunities and expand the economic impact of this important segment of the state’s economy.”

Governor Declares June Great Outdoors Month


Proclamation highlights benefits of outdoor recreation

TOPEKA — Gov. Sam Brownback wants Kansans to get out and have some fun this summer. To this end, Brownback recently proclaimed June “Great Outdoors Month.” His proclamation reads as follows:

“WHEREAS, Kansas citizens have a proud tradition of both safeguarding the environment and enjoying the outdoors; and
“WHEREAS, a clean and sustainable environment contributes to our quality of life; and
“WHEREAS, outdoor recreation promotes health, fitness, and environmental awareness; and
“WHEREAS, outdoor recreation is an ideal way to exercise and enjoy memorable experiences with family and friends; and
“WHEREAS, it is up to all of us to maintain and enhance our legacy of environmental stewardship and enjoyment of the great outdoors; and
"WHEREAS, it is our duty to leave a well-tended legacy to those who will follow us;”
“Now, therefore, I, Sam Brownback, Governor of the State of Kansas, do hereby proclaim June 2011 as Great Outdoors Month and June 12, 2011, as Great Outdoors Day in Kansas and urge all citizens to join in this observance by taking the time to enjoy our state’s various state parks and outdoor activities, to share them with family and friends, and to make outdoor activities a regular part of their lives.”

TRAVEL AND TOURISM MOVING TO WILDLIFE AND PARKS

Division of Travel and Tourism transfer to KDWP official; will be complete July 1
TOPEKA — On Jan. 26, Governor Sam Brownback submitted to the Kansas Legislature Executive Reorganization Order (ERO) 36 — which would transfer the Division of Travel and Tourism from the Department of Commerce to the Kansas Department of Wildlife and Parks (KDWP). An ERO becomes effective July 1 following its transmittal to the Legislature, unless within 60 calendar days either the Kansas Senate or the House adopts a resolution disapproving the ERO. Monday, March 28, marked the end of those 60 calendar days without any disapproving action from either legislative body, ensuring the merger on July 1.
Robin Jennison, Acting Secretary of Wildlife and Parks, noted that tourism plays a vital part in the state’s economy, particularly as the state recovers from the recession.
“I am especially gratified that legislators recognized the valuable role of tourism in our state and allowed this action to move forward,” Jennison said. “We are looking forward to the opportunities that will be created by merging the Division of Travel and Tourism team with this agency.”
Becky Blake, Director of Travel and Tourism added, “More than 31 million visitors spend nearly $7.2 billion annually and support 125,000 jobs in our state. This reorganization will allow us to more closely align our tourism assets and grow the tourism economy in a more strategic manner.”
All 13 Travel and Tourism staff members will move to KDWP, which will be renamed the Kansas Department of Wildlife, Parks and Tourism. The order also creates an Assistant Secretary of Parks and Tourism position and renames the position of Assistant Secretary for Operations to Assistant Secretary for Wildlife, Fisheries and Boating.

CORPS OF ENGINEERS TO LOWER JOHN REDMOND RESERVOIR

Search for drowning victim prompts lowering of lake level
TULSA — The U.S. Army Corps of Engineers has announced that the lake level at John Redmond Reservoir is being lowered approximately 2 feet below normal conservation pool level to help facilitate recovery efforts of a drowning victim missing since Dec. 4, 2010. Current releases are 5,000 cubic feet per second, and the drawdown is expected to be completed by late Jan. 5 or early Thursday, Jan 6.
Increased flows downstream of the dam will cause Neosho River levels to rise quickly. Recreational users of the lake should also be aware because lower than normal lake elevations may expose boating hazards around the lake that may have been submerged with normal water elevations. Boaters are urged to use caution while launching boats and while on the lake.
